BACK ON APTOS VILLAGE TRAFFIC STUDY

of the Board:
On January 13,2004, your Board approved a contract amendment with
TJKM
Transportation Consultants to analyze the community based circulation
plan for the Aptos Village Specific Plan, and directed the Department
of Public Works to report back today with a status update.
The attached new circulation plan dated November 12, 2003, proposes
to extend
Valencia Street across Trout Gulch Road to intersect with Aptos
Creek Road. This new Valencia Street extension would intersect
midway with two new segments of Granite Way, one to the north
to Cathedral Drive, and one to the south to Soquel Drive. This
circulation plan creates several new intersections that must be
evaluated for levels of service and traffic operations impacts
to determine if traffic signals, additional turn lanes, and or
stop signs would be necessary.
The attached draft technical memorandum from TJKM dated February
10, 2004,
indicates that the intersection analyses based upon the new Valencia
Street extension circulation plan does not differ in any substantial
manner from the previous circulation analysis. The new intersections
are expected to operate at acceptable levels of service without
additional traffic control or additional turn lanes. The analysis
reiterates the need to install traffic signals at Soquel Drive/Aptos
Creek Road and Soquel Drive/Trout Gulch Road under existing traffic
conditions in order to accommodate future project traffic volumes.
Our department will continue to work with TJKM to finalize the
draft traffic study.
It is anticipated that the report will be prepared and distributed
sometime in March, and will be included in the Planning Department’s
environmental documentation for the Aptos Village Specific Plan.
It
is therefore recommended that the Board of Supervisors take the
following action:
1. Accept and file this report on the Aptos Village Traffic Study.
2. Direct Public Works to submit the draft Aptos Village Traffic
Study to the
Planning Department for inclusion into the Aptos Village Specific
Plan
environmental documentation.
